RFT FOR SUPPORT, MAINTENANCE AND DEVELOPMENT SERVICES FOR CORE IT APPLICATIONS OF THE FEDERAL COURT OF AUSTRALIA
The Federal Court of Australia (the Court) operates four mission-critical bespoke software applications which are used by both a variety of staff and external parties.
Three of the four applications: eLodgement, eCourtroom and the Message Agent, are based on Microsoft C#.NET Technology Platforms, and use a MS SQL database; whereas the fourth application, CaseTrack, is based on PL/SQL, Java, Oracle Forms and Oracle Reports.
The Court seeks to engage a pro-active Service Provider which will ensure the applications are updated regularly so that they are consistent with the Court’s changing business needs and requirements.
It is expected that a small proportion of the overall number of updates that the Service Provider will deliver relate to the rectification of issues that has caused an application to fail. In addition, the Court will occasionally require the Service Provider to enhance an application's functionality.
Ideally, the Court is looking for a Service Provider which can either perform and deliver these various types of work, or is in a position to procure and manage subcontractors that can.
Furthermore, because the Court has limited in-house resources to provide advice on the applications' continuous improvement, the Court will rely on the Service Provider to work as a proactive partner to provide or offer this type of consulting service.
The Service Provider is expected to deliver the services in a manner that is both professional and consistent with industry standards. This includes robust contract management and reporting processes that align with the performance management framework which is contained in the Service Level Agreement.
Industry Briefing
The Court will conduct an industry briefing concerning this RFT. The industry briefing will be held as specified in section 1.3 of the RFT's "Terms and Conditions".
Potential Tenderers should register, via email to the Contact Office, by the time set out in section 1.3 of the RFT's "Terms and Conditions".
Attendance at the industry briefing is highly desirable (see section 9.2 of the RFT's "Terms and Conditions").
The Court will exclude a Tender from further consideration if at any time before a contract is executed the Court considers that the Tenderer does not meet the
following Conditions for Participation:
a. the Tenderer exists as a legal entity at the Closing Time (see section 8.2 of the RFT "Terms of Conditions".
