Australia has a long history of providing aid to support agricultural development in Cambodia. In recent years, support has been primarily provided through the Cambodia Agricultural Value Chain program (CAVAC 2010-2015). CAVAC was the first market development program funded by the Australian aid program, and was a new approach to agricultural programming in Cambodia. At conclusion, CAVAC will have helped improve the productivity of over 264,000 poor farming households.

A second phase of CAVAC (CAVAC2) will continue this work, with the aim of increasing the productivity and incomes of small farmers and trade in milled rice and other crops by strengthening market systems and investing in irrigation infrastructure.

DFAT requires a contractor to provide management services for CAVAC2. These services will include: recruitment, training and management of human resources; conducting analysis and developing activity strategies; forming partnerships, grant agreements and contracts; monitoring quality, performance and results; assessing and mitigating risk and fraud; liaising with program partners, Government counterparts and other stakeholders; integrating cross-cutting issues like gender and environment into program activities; communicating methods and results of the program.
