  1. The Torres Strait Marine Safety Program (TSMSP) is a partnership between Australian Maritime Safety Authority, Maritime Safety Queensland, Torres Strait Regional Authority, Queensland Police Service and the National Maritime Safety Authority of Papua New Guinea.  The program provides a management structure and funding arrangements to address a number of agreed objectives of the Torres Strait Marine Safety Strategy.
  2. The TSMSP objectives include the delivery of services to remote communities of Torres Strait, Far Northern Cape York and at times, South Fly Province of Papua New Guinea. These services include community consultations, training programs, distribution of safety equipment, work with schools, maintenance of signage and notice boards and other varied minor tasks.
  3. The remote communities visited by the TSMSP often lack basic resources such as water, fresh food and accommodation, creating a situation where additional number of visiting persons create an unacceptable drain on those resources necessitating the need for TSMSP activities to be conducted on board vessels rather than within community .  Given the size and nature of the TSMSP, and the fact that it is delivered on islands and remote coastal areas, vessel based access is often the most appropriate way to access target communities.
  4. TSMSP visits to communities are generally for a period of up to 14 days, inclusive of one day’s steaming time to, and one days steaming time from the remote  community to the TSMSP base at Thursday Island but can be inclusive of other vessel based duties as described in the RFT document.
  5. The objective of this current procurement process is to identify a panel of suitable charter vessels for use by the TSMSP partner agencies in the delivery of vessel based activities described in the RFT document, and other services associated with the program.

  1. Tenderers must meet the following conditions for participation in this ATM:
  • The tendered vessel is an Australian Domestic Commercial Vessel.
  • The tendered vessel can lawfully operate anywhere within the limits of an Australian NSCV Class 2B vessel.
  • The Tenderer must be the holder of a current Australian Business Number (ABN)

The term of the Standing offer arrangement will be for an initial period of two (2) years with an option to extend for a further one (1) year solely exercisable and to the discretion of AMSA.
