International Policy Division (IP Div) Integrated Aerial Surveillance across the Western and Central Pacific
The Commonwealth of Australia requires a contracted manned fixed-wing surveillance capability that will be coordinated by the Pacific Islands Forum Fisheries Agency (FFA) Secretariat, commencing in Financial Year 2017-18. This aerial surveillance service will be contracted by the Commonwealth of Australia as represented by the Australian Department of Defence and implemented by the FFA Secretariat through their direct consultation with FFA Members. The aerial surveillance service will support the FFA Secretariat and its Members to undertake effective surveillance of their Exclusive Economic Zones (EEZs), and adjacent high seas for which the FFA Members have significant fisheries and resource management interests. It will also enable a more comprehensive and coordinated regional approach to addressing Illegal, Unreported, and Unregulated (IUU) fishing, with the possibility of detecting a wider range of transnational criminal activity as this support develops over time.
The provision of the contracted aerial surveillance will build on the FFA Secretariat's expertise in conducting multilateral Monitoring, Control and Surveillance operations across the Western and Central Pacific and facilitating data sharing through the Niue Treaty Subsidiary Agreement (2014), and will complement the continued involvement of the Quadrilateral Defence Coordinating Group members in delivering military aerial surveillance where assets are available.
- Following this Invitation to Register Interest (ITRI), the Commonwealth intends to conduct a Request for Tender (RFT) process
- This ITRI will be used to shortlist potential suppliers for the RFT
- The RFT will be seeking aerial surveillance services, not the supply of aerial delivery equipment.
