REQUEST FOR TENDER

AusAID, the Australian Agency for International Development, manages the Australian Government’s official overseas aid program. AusAID assists developing countries to reduce poverty and achieve sustainable development, in line with Australia’s national interest.  AusAID is seeking an organisation to provide services in support of the Papua New Guinea – Australia Law and Justice Partnership (PALJP).

PAPUA NEW GUINEA – AUSTRALIA  LAW AND JUSTICE PARTNERSHIP

AusAID is seeking to engage an organisation (Implementation Service Provider - ISP) to provide a range of services in support of the PALJP. These services will be in areas including:

  • ISP strategic level management: providing a well-resourced Management Team to support the PALJP approach as it is designed; 
  • Financial management and procurement: to support management of and accountability for aid program funds and the use of those funds in procuring goods and services;
  • Human resource management: to support recruitment, management and ongoing professional development of international and local advisory personnel;
  • Performance monitoring and assessment: to support PALJP performance management, learning and accountability for aid effectiveness.

The PALJP builds on an existing program that is currently being implemented – the Law and Justice Sector Program (LJSP). It is anticipated that the PALJP will commence in early 2009 and run for five (5) years to 2014. The ISP will be expected to mobilise in PNG by late January 2009. Details about the objectives and principles of the PALJP are contained in the PALJP Program Design Document (PDD).

Selection will be on a one step basis.  The closing date for submission of proposals is 2:00pm (Canberra time) on 21 October 2008.
