The new Countering Violent Extremism (CVE) Services Panel is to provide a robust and agile panel of suppliers, available to the whole of government, that demonstrate an understanding of CVE policies and issues nationally and internationally. Use of this panel will increase the Australian Government's ability to respond to the evolving threat posed by violent extremism through the rapid procurement of specific, urgent and innovative CVE services.

CVE is a crime prevention strategy and aims to intervene early to prevent individuals from becoming willing to support or engage in acts of violent extremism.

Across the Commonwealth, States and Territories, the Department expects that services commissioned during the term of the Panel will vary in terms of size and complexity.

Four (4) Service Categories will be included within the Panel, made up of a range of Sub-Categories. Initially, Potential Suppliers can nominate to respond to one (1) or more of three (3) of the Service Categories and provide one (1) or more of the specific Sub-Categories within each of the Service Categories.

Service Categories and Sub-Categories to be provided by suppliers under the Panel are:

a. Research and Evaluation, including:

i. research; and

ii. evaluation

b. Training, including;

i. development; and

ii. delivery;

c. Non-Campaign Creative and Design, including;

i. content development;

ii. content delivery; and

iii. communication

d. Other CVE Services  (No responses are being sought from Potential Suppliers at this time), which may include;

i. policy;

ii. program design;

iii. technical development;

iv. intervention services; and

v. other CVE related services.

The Potential Supplier exists as a legal entity at the Closing Time.

The panel is to be established as a refreshable panel for an initial term of two (2) years, with an option for four (4), two (2) year extensions, allowing the Department to regularly review the need to maintain the panel should requirements change in the future. The refreshable panel will operate as follows:

a) new approaches to market to refresh the panel will occur as required by the Department;

b) organisations can request to be removed from the panel at any time;

c) specific Service Categories and/or Sub-Categories rather than the whole panel, may be refreshed where a need is identified;

d) new Sub-Categories within the overall scope of CVE services may be added as part of future approaches to market to refresh the panel;

e) unsuccessful Potential Suppliers can reapply for specific Service Categories and/or Sub-Categories that are offered in future approaches to the market to refresh the panel;

f) panellists do not need to reapply to remain on the panel for refreshes to specific Service Categories and/or Sub-Categories where there is an existing Deed of Standing Offer for those specific Service Categories and/or Sub-Categories; 

g) panellists cannot reapply for panel refreshes to amend pricing or service offering for specific Service Categories and/or Sub-Categories where there is an existing Deed of Standing Offer for those specific Service Categories and/or Sub-Categories.
