The Department of Communications is seeking submissions from suitable tenderers for inclusion on a Technology Advice Panel that will provide specialised services to the Department.

The specialised services (the Services) that the successful Tenderer(s) may be required to undertake comprise of the following components described in detail below:

 

1. Information & Communications Technology (ICT) Industry Research and Analysis

 

a) Research and analysis of the ICT industry, including

    • Horizon scanning and forecasting
    • Technology developments (incl. hardware, software and processes) and their performance and impacts
    • Telecom and communications deployments, including migrations
    • Demand and supply side trends and drivers
    • Industry structure, alliances, partnerships, mergers and acquisitions key players and market segments
    • Regulatory and public policy issues
    • Modelling, costing's and deployment plans
    • Sectoral and trans-sectoral ICT developments and deployments
    • Technical standardisation and assorted trends, nationally, regionally and internationally. Provisions for telecommunications and communications in the built environment (e.g. pathway systems)
    • International comparisons and case studies in relation to any or all of the above

b) Customised primary and secondary research and analysis as required

 

 2.Testing, Measurement and Compliance Assessments and Advice

 

a) Measurement and benchmarking of ICT technologies and services

b) Performance and/or conformance testing, verification and compliance assessments

c) Monitoring, auditing and acceptance testing

d) Diagnostics, results analysis and interpretation

e) Any other testing and compliance advisory services required.The advice listed above will be applicable to the following technology categories:

a) Communications related civil works

b) Wireline technologies and services, including submarine cable systems

c) Wireless and radio frequency based technologies and services

d) Satellite technologies and services

e) Consumer access technologies for the disabled and/or disadvantaged

f) Service provider infrastructure and systems including routers/switches, access and core network technologies/components and OSS/BSS systems

g) Online content generation, analytics, management and delivery technologies

h) Cyber-security infrastructure technologies and services

i) Online privacy, security and safety

j) ICT Research & Development (R&D) and emerging technologies

k) Digital media and online markets, applications and services

l) Trends in consumer communications devices, services and technologies

m) The delivery and provision of Internet protocol (IP) services including VoIP, IPTV, streaming media and IP traffic management systems

n) Radio and TV content generation, management, broadcasting technologies and services.

The conditions for Participation applicable to this RFT process are that the Tenderer:

  • must comply with the Fair Work Act 2009;
  • has not made a false declaration under Schedule 1 of this RFT
