The Department of Education, Skills and Employment (the department) is seeking responses from organisations interested in delivering self-employment services under the Self-Employment Assistance program 2022–27 from 1 July 2022.

The Self-Employment Assistance program will replace the current New Business Assistance with NEIS program in 51 Employment Regions around Australia. The Self-Employment Assistance program will provide a range of services for current and aspiring business owners, ranging from flexible individual Business Advice Sessions to a structured 12-month package of Comprehensive Services. The program’s flexibility allows people to choose the support that best fits their needs and design their own pathway to run a successful small business.

The services will be tailored to the needs of Participants to ensure that people, including those with barriers to self-employment, can access support to start and run a business. The program is open to people who are unemployed, under-employed, and to owners of existing micro-businesses of up to 4 employees who need help to sustain their business. 

The Request for Tender (RFT) sets out the service requirements for Self Employment Assistance 2022–27, as well as information on how to respond, the selection criteria and the evaluation process.

Submitting your response to this Request for Tender

In accordance with the Commonwealth Procurement Rules, the department has advertised this approach to market on the AusTender website, however, all responses to the RFT must be submitted electronically through the 360Pro system.

Tenderers must access and register with 360Pro via the Employment Services Tenders website (tenders.employment.gov.au).

Tenderers are reminded that Addenda may be issued in relation to the RFT and are advised that the ‘Submit and Lock Responses’ button will not appear in 360Pro until all Addenda have been opened. It is in the best interest of Tenderers to read all Addenda. Addenda are located on the ‘Request Info’ tab in 360Pro.
