Provision of Booked Car with Driver (BCWD) services to Entitled Persons throughout Australia
This tender process is for the purpose of establishing a Standing Offer Panel comprising transport providers for the provision of BCWD services to Entitled Persons throughout Australia. This includes provision of services to those Entitled Persons who reside in regional and remote areas.
DVA will only accept tenders from a motor vehicle transport provider whose vehicles, operators and drivers are authorised to provide commercial passenger transport services in the relevant state/territory.

RFT Part 1 – Conditions of Tender Clause 6.3 Conditions for participation
The Department will exclude a tender from further consideration if, at any time prior to the execution of any resultant Draft Deed of Standing Offer, the Department considers that the tenderer does not meet one or more of the following conditions for participation:
- clause 5.3 (Indigenous Procurement Policy)
- clause 5.4 (Australian Industry Participation)
- clause 5.5 (Workplace Gender Equality)
- clause 5.6 (Shadow Economy Procurement Connected Policy)
- The tenderer must be either:
- A sole trader,
- An incorporated company (with one or more directors),
- A trust where the trustee is an incorporated entity (with one or more directors) and trust deed provisions are acceptable to DVA, or
- An incorporated association.
- The tenderer must be authorised to provide commercial passenger transport services in the relevant state/territory in which the tenderer norminates to operate.

2 year initial contract + annual option to extend for up to a further 3 years.
