The Department provides child support services which impact on 1.5 million paying and receiving parents.  The amount transferred via private arrangements and the Department is over $3.2 billion per year to financially support approximately 1.2 million children.  The Department administers child support services and collects child support so separated parents can ensure the financial and emotional wellbeing of their families.

Child support delivery is primarily supported by the Cuba system which was first deployed in 2002.  Cuba contains all electronic customer records and supports transactions for assessments, payments and data exchange with external agencies.  Cuba is accessed by over 3,000 staff who provide services to separated families.

The Department’s current and future capacity to deliver business services to families is dependent upon having a system that is agile and responsive enough to support the transformation of services to families and a whole of government approach.  A system must facilitate efficient customer management; assist to improve decisions for workforce (and workload) management; and have an ability to accommodate customer and third party preferences for doing business in a cost effective and efficient manner.

The Department requires the solution to entail a complete replacement of the existing Cuba application which will be built on a SAP Commercial Off The Shelf (COTS) product. The overall architecture and design of the solution will adhere to Departmental principals of application architecture. It is proposed that Accelerated SAP (ASAP) methodology will be employed.

The Department requires the services of a suitably experienced systems integrator to assist in the implementation of a strong and flexible ICT platform which provides the Commonwealth government with the agility and flexibility it needs to rapidly respond to changing customer expectations and needs and future growth in demand for social services.

The Conditions of Participation are:

(a)  the Respondent (and any of its proposed subcontractors) must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth);

(b)  the Respondent (and any of its proposed subcontractors) must not be named on the list of persons and entities designated as terrorists under the Charter of United Nations (Terrorism and Dealing with Assets) Regulations 2008 (Cth); and

(c) the Respondent must not have any court judgment against it relating to employee entitlements that has not been paid in full by the Respondent (other than judgments that are under appeal).
