Shortlisting will be conducted on the basis of an assessment of the proposals against the requirements of this RFP. Following the RFP process the Commonwealth intends to conduct an RFT inviting submissions from shortlisted suppliers from the RFP to procure the requirement described in the Statement of Requirement (SOR).

The Commonwealth seeks proposals from industry to engage in a commercial arrangement for the provision of Marine Diesel Fuel (MDF) supply and services in Cairns, Queensland. Under such arrangement, the Commonwealth would grant a commercial entity the right to use the Nominated Area for its commercial benefit subject to the terms of the Contract including ongoing obligations to the Commonwealth of management, operation and maintenance.

An industry briefing will be conducted at HMAS Cairns, 2 Draper Street, Cairns Queensland, commencing at 12:30pm on Monday, 17 Sept 18. Representatives of prospective respondents at the briefing will be limited to a maximum of three (3) personnel. Nominations to attend the briefing are to be forwarded in writing to the Contact Officer specified in Conditions of Proposal clause 2.5 by 12 noon Monday, 10 Sept 2018 with the following details: a. respondent’s name and location; and b. full name of respondent’s representatives.

A site visit of HMAS Cairns DFI and associated infrastructure will form part of the industry briefing.

Following this Request for Proposal (RFP) process, the Commonwealth intends to conduct a Request for Tender (RFT) process inviting submissions from shortlisted respondents from this RFP to procure the requirement described in the Statement of Requirement (SOR). Prior to the release of the RFT, shortlisted respondents may be asked to participate in a Proposal Definition Activity (PDA). The Commonwealth will determine the basis on which any PDA will be undertaken.

Respondents are to note the following Conditions of Proposal (COP) clauses:

2.7 Defence Security Clearance Requirements

2.7.1 On request by the Commonwealth, the respondent is to comply with the Commonwealth security clearance and accreditation process as detailed in Principles 40, 72 and 73 of the DSPF as amended from time to time, including obtaining the level of security clearance and accreditation required by the Commonwealth.

5.5 - Conditions for Participation

5.5.1 The Commonwealth will exclude a proposal from further consideration if the Commonwealth considers that the respondent does not comply with the Commonwealth’s security requirements set out in COP clause 2.7.

5.6 - Essential Requirements

5.6.1 The Commonwealth will exclude a response from further consideration if the Commonwealth considers that the respondent does not comply with the requirements identified below:

a. at the time of submitting its proposal, the respondent (or a member of the consortium comprising the respondent) maintains a certified AS/NZS ISO 9001 or equivalent Quality Management System (QMS); and

b. at the time of submitting its proposal, the respondent (or a member of the consortium comprising the respondent) either operates and maintains, or has operated and maintained, a Fuel Terminal in either Australia or outside of Australia including for the purposes of the commercial supply of fuel.
