In response to significant challenges in the Melbourne North/West labour market the Department requires an Employment Facilitator to provide a local, full-time, individual person point of contact and, in collaboration with employment service providers, work directly with workers to connect them with training, job opportunities and to link them with other existing support. The Employment Facilitator will also be connecting unemployed job seekers with employers and employment service providers. 

The timeframe for the delivery of Employment Facilitator services to the region is from 1 February 2018 to 30 June 2020. The Employment Facilitator role is the Australian Government’s way to provide retrenched workers and other jobseekers with a range of assistance and access to employment services.

The region will require an Employment Facilitator to be based in the Melbourne North/West region to provide a local point of contact. The Employment Facilitator role is not expected to deliver the same or similar services as jobactive, but to work in conjunction with employment service providers in the region and other relevant parties, including employers, to connect retrenched workers and other jobseekers with job outcomes.

The Employment Facilitator will play a key role in the implementation of the Stronger Transitions package of support (See Attachment A for details on the Stronger Transition package). This package will support retrenched workers in the Melbourne North/West region with a range of services to assist them to move into new employment and prepare for the jobs of the future.

Tenderers must satisfy the conditions for participation. This is a mandatory requirement of the RFT.

Subject to clause 4.5.3, the Department  will exclude a Tender from further consideration if the Department  considers that the Tenderer does not meet the following conditions for participation:

(a) the Tenderer exists as a legal entity at Closing Time.

The timeframe for the delivery of Employment Facilitator services to the region is from 1 February 2018 to 30 June 2020 (however, a final start date will be negotiated).
