The National Heavy Vehicle Charging Pilot (National Pilot) is a collaborative project led by the Commonwealth Government in partnership with state and territory governments and heavy vehicle industry stakeholders.

The National Pilot is a structured way to trial replacement options for the current Pay-As-You-Go (PAYGO) heavy vehicle charging system (made up of registration fees and the fuel-based road user charge) with a national direct user charging system.

Stage 1 (Foundation stage) of the National Pilot is research-based and will provide information to inform and improve policy settings and design of on-road trial stages and broader work on Heavy Vehicle Road Reform.

This approach to market is for two components of work:

1.       Part A - advice on the design, implementation and evaluation of on-road heavy vehicle trials for future stages of the National Pilot, and for evaluation of the related Trials Business Case Program; and

2.       Part B - modelling of the spatial and distributional impacts of direct user charging structures for heavy vehicles that could replace current charges under Heavy Vehicle Road Reform.

  • This tender has two parts (A and B). Tenderers may bid for one or both parts. Separate responses must be provided for each part.
  • Responses to each part will be evaluated separately, based on the extent to which they address the criteria set out in this approach to market, the respondent’s proven capacity to provide the requirement, and overall cost.

  • There may be multiple contracts issued under this tender.

  • The successful tenderer for Part A will serve as the lead consultant for Stage 1 of the National Pilot.
