The Commonwealth of Australia as represented by the Department of Foreign Affairs and Trade (DFAT) invites submissions in response to this Request for Expressions of Interest (REOI) from potential suppliers (Respondents) who are capable of providing of investment management services for the Emerging Markets Impact Investment Fund (EMIIF) an Australian domiciled trust.

 

This REOI is the first step of a two step tendering process. DFAT will shortlist Respondents from this REOI process (step 1) who will be invited to submit a tender in the second step, the Request for Tender (RFT). A failure to respond to this REOI will result in a potential supplier not being eligible to participate in any subsequent RFT process.

 

DFAT intends to have rights as a sponsor and sole beneficiary under a trust established for the EMIIF. A preferred trustee will be selected under a separate procurement process to act as trustee of the EMIIF (Trustee). The trust will require the Trustee to enter into an Investment Management Agreement with the entity that is selected as the successful Respondent following the RFT that is conducted subsequent to this REOI.  The Investment Manager will provide investment management services to the Trustee (as the trustee of the EMIIF trust).

DFAT wil be conducting an industry briefing for the REOI in Singapore during the month of December 2017. The venue, date and time of the industry briefing is still to be determined. Confirmation of the Industry Briefing will be provided via an addendum on AusTender.

The Respondent, including Respondent members (if appropriate) or any proposed subcontractors, is not listed on the World Bank List or any similar List maintained by a development donor and are not the subject of an informal investigation or temporary suspension which could lead to the Respondent, any consortia members or any proposed subcontractors or consultants becoming so listed. The Respondent must immediately notify DFAT if it or any consortia members, subcontractors becomes listed, investigated or suspended by the World Bank or any development donor prior to the award of contract.

 

For the purposes of the Workplace Gender Equality Act 2012 (Cth) (WGE Act), the Respondent must identify whether it is a ‘relevant employer’ under WGE Act.
