Summary of the Requirement
Through this Approach to Market (ATM) process the Memorial is seeking to identify a suitable Supplier with the demonstrated capability and experience to provide Labour Hire Services (mandatory) and Candidate Sourcing and Selection Services (optional) to the Memorial. The requirement consists of two service categories:
Service Category 1 - Labour Hire Services – Mandatory requirement:
This requirement includes provision of labour hire services in theclassifications of:
- Visitor Services Officers (provision of front of house visitor services, including customer service, emergency, usher & concierge services);
- Retail Officers (retail gift shop, customer service officers);
- Research Centre Officers (responsible for the provision of reference and research services in response to visitor enquiries); and
- Reception Officers (Receptionist in the administration building including operation of the Memorial switch board).
Service Category 2 - Candidate Sourcing and Selection Services – Optional
This requirement includes provision of candidate sourcing and selection services.
Responding to the Requirement
Service Category 1 – Labour Hire Services is a mandatory requirement of this ATM and all tenderers must submit a response to this Service Category.
A response to Service Category 2 - Candidate Sourcing and Selection Services is an optional requirement. Tenderers may choose to submit a response to this additional requirement. However, responses to Service Category 2, without a response to Service Category 1, will not be accepted for evaluation.
The Customer’s intent is to enter into a single contract with the successful tenderer for Service Category 1 or both Service Categories 1 & 2.
Responses to this ATM will be evaluated based on responses to Service Category 1 and in accordance with the evaluation criteria at A.B.5 [Evaluation] of the Commonwealth Approach to Market Terms. The Customer will make a decision based on value for money as to whether Service Category 2 is included in the successful tenderer’s Contract.
The Memorial will exclude from consideration any Response that does not meet the following Mandatory Conditions for Participation:
Industry Briefing
Potential Suppliers who do not attend the industry briefing, detailed at A.A.1 of the ATM, will be excluded from participation in this Approach to Market and consideration.
The industry briefing will commence at 9:30 am on 7 April 2017. Further details on how to register for the industry briefing are included in the ATM.
Services Commencement Date:
Wednesday, 22 November 2017 (the contract will be executed in sufficient time to allow the Supplier to transition in).
