DVA intends to approach the market through the release of a Request for Tender (RFT) in August 2018. The RFT seeks to establish a Standing Offer Panel comprising VHC Assessment Agencies to provide VHC assessment and coordination services to entitled persons across the 54 VHC regions throughout Australia. This includes those entitled persons who reside in regional and remote areas.

The functions of the VHC Program are separated into two components: 

  • Provision of VHC assessment and coordination services through contracted VHC Assessment Agencies; and 
  • Delivery of VHC services through contracted VHC Service Providers.

The planned RFT relates only to the first function for VHC Assessment Agencies.

 The VHC Assessment Agency functions related to the RFT include: 

  • Assessment of an entitled person’s need for home care ervices; 
  • Coordination, allocation and authorisation of DVA contracted VHC Service Providers to deliver the required services within the VHC Program manual; and 
  • Referral to and liaison with other primary, allied health, aged and community care providers to ensure that an entitled person’s care needs are met.

Through the RFT, DVA intends to engage suitably experienced and qualified organisations from the private, public and not-for-profit sectors across Australia. DVA has noted trends toward provider organisation consolidation in the market as well as industry focus on maintaining efficiencies of scale. Accordingly, DVA expects a reduction in the number of VHC Assessment Agencies on the new panel and will be seeking to attain improved economies of scale while guaranteeing coverage across all VHC regions.

DVA encourages tenders from suitable organisations who have the capacity to deliver the VHC Assessment Agency functions in: 

  • a whole State or multiple States, including any Territory, but not for all of Australia; or 
  • multiple VHC regions, across any State or Territory, but not for all of the 54 VHC regions.
