Through the AuScope Australian Geophysical Observing System (AGOS) Program, Geoscience Australia is working collaboratively with the State and Territory Geoscience agencies to maintain and expand the understanding of crustal deformation in Australia which has applications to the national earthquake hazard assessment, fundamental geospatial infrastructure and emerging geophysical energy issues.
As part of the AGOS Program, Geoscience Australia is embarking on the development of AGOS survey ground-mark network in the Surat and Galilee Basins in Queensland (the Project). 
In assessing the challenges and risk associated with scale and location of the Project, Geoscience Australia intends to undertake a pilot installation of 25 ground-marks in order to;
a) Determine if there are competent contractors available to complete the project to the desired quality before 31 October 2014.
b) Obtain an estimate of costs for a ground-mark field reconnaissance survey; and
c) The estimated costs associated with obtaining the necessary Cultural Heritage approvals.
Based on the successful outcome of the pilot installation programme, a further ground-mark installation program of up to 125 locations in the Surat and Galilee Basins will be scoped and installed.
It is envisaged that the Contractor/Contractors who undertake the pilot installation, will also be engaged to undertake the second phase, namely the additional 75-100 ground-marks, however this engagement will only be confirmed upon the pilot scheme being operational to the complete satisfaction of Geoscience Australia.

In order to undertake the pilot installation Geoscience Australia requires the following services:
a) Requirement One - Site reconnaissance/mapping and Landholder engagement
b) Requirement Two – Provision of Aboriginal cultural heritage/assessments.
