The works include the following;

  1. demolition works – block walls, ground slab, external walls, doors, amenities, glazed windows, services relocation and termination
  2. replacement of services eg mechanical, electrical (including fire detection) and hydraulic (including fire sprinklers)
  3. structural works – sub floor slab, window and door penetrations
  4. metal fabrication
  5. new floors, walls, glazing and ceilings
  6. fitout of benches, shelving and cupboards
  7. new PWD amenities and washdown area
  8. Trenching for new fire hydrant pipe runs
  9. New fire booster pumps and water storage tanks
  10. Refurbish existing escape stairwells including removal of existing vinyl flooring (asbestos backed) from concrete floor slabs/stair landings, provide external access to the building requiring new door openings through existing insitu concrete walls. Three separate stairwells over 3 levels – basement, level 1 and level 2.

This is the first phase of a two phase selection process.  In the second phase AIMS will invite no more than 5 shortlisted applicants to lodge a tender for the works.

The selected applicants will be invited to submit tenders on detailed contract documentation including design drawings, specifications and schedules.  A site visit will be offered in the second phase.

If the applicant is invited to lodge a tender, allowance is to be made for your obligation to comply with Government policies, statutory requirements and other requirements relevant to the project. In particular, your attention is drawn to the following:

(a)The Building Code 2016 in force pursuant to section 34 of the Building and Construction Industry (Improving Productivity) Act 2016 (Cth), does not apply.  

(b)Employee Entitlements - The Applicant should note that it is a requirement of the Commonwealth Procurement Rules that AIMS must not enter into a contract with a tenderer who has a judicial decision (being a decision of any court, tribunal or other body with authority to make a decision or determination which is binding on the tenderer) against it (not including a decision under appeal) relating to employee entitlements and has not paid the claim. 

At the award date of the contract, the successful tenderer must not: 

i.have a judicial decision against it (not including a decision under appeal) relating to employee entitlements; and 

ii.have not paid the claim.

(c)WHS Accreditation Scheme described in section 43 of the Building and Construction Industry (Improving Productivity) Act 2016 (Cth) (WHS Accreditation Scheme), does not apply.  

(d)Compliance with the requirements of the Indigenous Procurement Policy.  This project is not a “High Value Contract” for the purposes of the Indigenous Procurement Policy. The Indigenous Procurement Policy dated 1 July 2015 is available at https://www.dpmc.gov.au/indigenous-affairs/economic-development/indigenous-procurement-policy-ipp .  

(e)The Workplace Gender Equality Act 2012 (Cth) (WGE Act), which may apply to you. If it applies to you, (for example, you are a private sector employer with 100 or more employees or 80 or more employees where you used to be covered by the WGE Act), the AIMS cannot enter into a contract with you unless you can provide a letter or such other evidence confirming that you are not named by the Workplace Gender Equality Agency as an employer not currently complying with the WGE Act
