The current system is maintained by Kineo Pacific utilising the Moodle based Totara LMS and has been in place for a 3 year contract and a 1 year extension. There are currently 70,000 users registered in the system. It is expected the system will exceed 100,000 registered users within the next 2 years.  Active users for January 2017 to April 2018 were 30,000 users.

The system is free for all users to register and self-enrollment enables users to add themselves to courses. Some courses are completed as a matter of compliance, others used by school groups, and some courses are only for ASADA staff.  Tender respondents can register and complete courses.

The eLearning content is predominantly a mixture of Sharable Content Object Reference Model (SCORM) compliant modules as well as some content built directly into Totara. All content, registered users, and completion data will need to be propagated to the new LMS. The current user base is separated into groups per sport, team, event, ASADA staff and this information will need to be preserved.

ASADA requires the new eLearning solution to support and reflect the innovative and cutting edge education currently being delivered by the authority as well as keeping pace with eLearning trends in the future. ASADA currently uses virtual reality, augmented reality, interactive videos, and interactive presentations as well as common eLearning courseware to deliver education.  The new LMS and LRS will continue to be the core for athlete and support personnel education and the project name moving forward will be known as ASADA Core.

The procured solution must be fully hosted with Secure Sockets Layer (SSL) certificate, and supported externally to ASADA.

The solution must be accessible and work across desktop computers, laptops, mobile phones, and tablets.
