The Department of Immigration and Border Protection represented by Australian Border Force is seeking a supplier to provide a dedicated airframe to meet operational demands for the movement of high risk persons and Departmental staff between onshore and offshore locations.

The variable, discreet and confidential nature of ABF’s operations require an operations management structure and a level of aircraft crewing to enable the expedient performance of long range, multi-sector flights with limited notice.

The successful Tenderer will be required to demonstrate the ability to work collaboratively with the Department and other providers in order to ensure the smooth operation of:
     (i)      Security services in relation to the movement of persons in custody
     (ii)     Physical handling of dangerous goods
     (iii)    Road Transportation

Suitable organisations are invited to submit a response to the Request for Tender after reviewing the Statement of requirements contained in the RFT pack.

An Industry Briefing is scheduled for 20 December and will be held in Brisbane.

Two representatives from each organisation will be accepted to attend.

Organisations must at the time of submitting its response to this EOI satisfy each condition for participation as follows:

 

  • Tenderers must be registered as a business for tax purposes in Australia

     

  • Tenderers must be able to accept payment by electronic funds transfer (EFT)

     

  • Tenderers must have management and support staff based in Australia

  • The Tenderer must hold a valid Air Operators Certificate (AOC) certified under a relevant regulatory authority.

  • The Tenderer must be able to provide one (1) dedicated airframe either owned or leased (‘Dry Lease’) for 100% use by the department.

    Tenderers must have an Australian Industry Participation Plan which has been approved by the Department of Industry and Science (DIS) in accordance with the Australian Industry Participation Plans in Commonwealth Government Procurement User Guide for Tenderers (AIP User Guide), that covers this RFT process and is current at the Closing Time (a copy of the AIP User Guide can be obtained from the internet site http://www.aip.gov.au).
