Functional Baseline Analysis of the Soldier Combat System
Diggerworks has developed an equipment baseline of the Soldier Combat System (SCS) for Tier 1, Tier 2 and Tier 3 roles along with data on the physical attributes of the equipment such as mass and power requirements. The equipment baseline does not, however, provide information on the functional performance of the SCS. A functional baseline analysis (FBA) is, therefore, required. The FBA of the SCS is aimed at measuring and presenting data on the operational effect of the soldier(s) as the central platform of the SCS. The FBA would provide an evidence-based, agreed description of the SCS at a specified point in time. From this baseline it will be possible for Army to track and examine changes. Army is considering the feasibility of the methodology development and conduct of the FBA being outsourced to an External Service Provider.
