Request for Proposal (RFP) for the Inclusion of Diabetes Products on the National Diabetes Services Scheme Product Sched

The Department invites Proposals from suppliers who wish to have the following diabetes products listed on the National Diabetes Services Scheme Product Schedule:

blood glucose test strips;

syringes; and
-
urinary ketone test strips
The National Diabetes Services Scheme (NDSS) enhances the capacity of over one million Australians with type 1, type 2, gestational and other diabetes to understand and manage their life with diabetes. The NDSS aims to ensure people have timely, reliable and affordable access to the supplies and services they require to effectively self-manage their diabetes.
In the 2015-16 Mid-Year Economic and Fiscal Outlook (MYEFO) process, it was announced that the Australian Government will achieve further efficiencies through product sourcing and purchasing of selected products on the NDSS. The Department of Health will be implementing this decision by conducting this RFP.
Through this RFP process, the Department is seeking a broad national approach to the supply of NDSS products and to deliver savings through bulk product sourcing and purchasing, while addressing needs of registrants and maintaining the integrity and sustainability of the NDSS.
Respondents will be required to supply:

diabetes products to Community Service Obligation Wholesalers for distribution to NDSS Access Points (community pharmacy) and other approved organisations, consistent with existing NDSS supply arrangements;

diabetes products that are registered on the Australian Register of Therapeutic Goods (ARTG) only;

diabetes product(s) that meet(s)/ exceed(s) the relevant International Standards (ISO) as referred to in the Statement of Requirement; and
-
other services as detailed in the Statement of Requirement.
The Department proposes to enter into a Deed with each successful Respondent for the inclusion of some or all of its products on the NDSS Product Schedule.
Respondents are not required to submit a Proposal to supply all product types listed in the Statement of Requirement, or to submit a Proposal for all product types currently listed on the NDSS Product Schedule.
The Department adheres strictly to Commonwealth policy on late proposals. The Department recommends that Respondents lodge their Proposal well before the closing time to minimise the possibility of any unforeseen circumstances arising that may cause the Respondent to miss the closing time.
The Department will be holding an Industry Briefing to provide an overview of this RFP process on Monday 9 October 2017.

Subject to clause 12.2 of the RFP, if the Department considers that a Respondent does not satisfy all of the following Conditions for Participation, that Proposal will be excluded from further consideration under this RFP:
- The Respondent must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not paid the claim.

The Respondent, its personnel, and any Subcontractors proposed in the Proposal must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).

The Respondent (and any Subcontractor proposed in its Proposal) must not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
Services will commence on 1 July 2018 through to 30 June 2021, unless otherwise notified
