The Bureau of Meteorology requires an efficient high availability crisis communications system, for internal communications during high impact events.  The solution will deliver multiple messaging modes, and multiple access modes, for rapid notifications and two-way communication capability.  The supplier will implement, host and manage the system, and provide support to nominated internal administrators.

 Only tenders that meet the following conditions for participation and minimum content and format requirements, or other essential requirements will be admitted for evaluation:

Tenderer complies with the Equal Opportunity for Women in the Workplace Act 1999;

Tenderer must not be on the list of persons and entities designated as terrorists under Part 4 of the Charter of the United Nations Act 1945 and the Charter of United Nations (Terrorism and Dealing with Assets) Regulations 2002; and

Tenderer complies with clause 20 'Conflict of Interest' and clause 21 'Ethical Behaviour' of the Conditions of Tender.

And Tenders that comply with the following mandatory requirements, which are:

A. System availability, minimum 99.99 per cent.

B. The system and Tenderer practices must adhere to relevant legislation, regulations and procedures, including:

-       the Australian Privacy Act 1988

-       the Australian Spam Act 2003.

C. Data must only be held and backed up in Australia on highly secure servers.

D. The system and Tenderer must adhere to Australian Government IT Security requirements.

E. The Tenderer must have a current IT security plan and processes, and be able to demonstrate regular testing and immediate rectification actions for security breaches (if any).

F. Provide multiple methods of emergency communications, such as email, SMS and voice;

G. Allow predetermined, customisable message templates for administrator use, with Bureau badging / identification;

H.    Ability to build and configure multiple distribution lists for sending messages;

I.  Ability to implement teleconference calls between members of a distribution list or multiple distribution lists;

J.  Administrator access to the system via any web enabled device;

K. Messages deliverable to any mobile device via voice and/or SMS and email when enabled.

L. System Security to include a password regime and data encryption.

Essential tender requirements

The Bureau will exclude a Tender from further consideration if at any time before a contract is executed the Bureau considers that the Tender does not comply with an essential requirement in the RFT documents.
