The Department of Defence (Defence) has a requirement for professional services to provide printing and preparation (packaging, labelling and consigning) services for the Navy, Army and Air Force newspapers, referred to collectively as the Service Newspapers.

Defence procures distribution of the Service Newspapers nationally through contracted bulk road transport delivery services (Bulk Deliveries) to military establishments and parcel and print post services (Postal Services) to subscribers on a contract arrangement through Australia Post. The role the printing Contractor has in the distribution process prior to collection is critical.

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer is non-compliant with any of the Conditions for Participation specified in the Tender Details Schedule:

a. Clause 2.5 Defence Security Requirements and

b. Clause 3.4 Essential Requirements - The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tender does not comply with a requirement identified as essential in the draft SOW.

The term of the contract will be from 10 September 2018 to 30 June 2019. The Commonwealth, at its absolute discretion, may extend this initial term of the contract for three additional 12-month periods.
