At the time this invitation to register interest (Invitation to Register Interest) is published on AusTender or otherwise issued to persons or entities interested in selection for the tender phase (Applicant):
(a) the project includes the following:
The Project aims to provide the necessary facilities and infrastructure to support the A COY 41 RNSWR Alpha Company, the 41st Battalion, Royal New South Wales Regiment’s mission and role as part of the 5th BDE, to meet both its current and future capability and to alleviate existing functionality and capacity issues at the current unit location at TS Vampire.
(b) the works include the following:
 (i)  company Headquarters building including three offices, conference room (15 persons), counsel room, recruiting office, resource room, three Platoon Headquarters including a resources room and four offices, Defence Restricted Network (DRN) administration room, lecture theatre capable of seating 100 people with two offices, a resource room and storage area;
(ii)  Q Store building – including one office, gas and gear cages, battery storage secure expense bay, Level 1 armoury, five flammable cabinets, covered area for inspections and covered outdoor storage area;
(iii) shared facilities building including ablutions (including showers and toilets for up to 100 persons (30% women) and lockers for 100 persons), gear cages for 100 persons and transit accommodation for 20 persons;
(iv) hardstand elements including transport yard for up to 10 military vehicles, undercover servicing area, and car parking for up to 60 civilian vehicles; and
(v) combined Close Training Area and parade ground.
(c)  the services include the following:
(i)  development of design documentation for:
A.  the Functional Design Brief;
B.   Master Plan and Feasibility Report (5%);
C.   Concept Design Report (30%);
D.   Schematic Design Report (50%);
E.   Detailed Design Report (90%); and
F.   Final Design (For construction);
(ii)  support during the tender process for the procurement of the construct only contractor, including response to RFIs;
(iii) ongoing design services throughout construction phase until the expiry of the Defects Liability Period under the construction contract; and
(iv) support for departmental and government approvals.

This is the first phase of a two phase selection process.  The Commonwealth will invite no more than four shortlisted Applicants to lodge a tender for the services.

Applicants are requested to provide a clear and succinct statement of their capabilities in the response to the Invitation to Register Interest (Registration of Interest).

Subject to the Invitation to Register Interest, the Commonwealth:

a.will, in considering a Registration of Interest, apply the following evaluation criteria:
i.workload and proposed resources (40% weighting).  The extent to which the Applicant has demonstrated that it has the availability, capacity and ability to perform the services, achieve completion and otherwise meet its obligations under the contract if it is the successful tenderer (noting that the type of information the Commonwealth is seeking is outlined in Schedule A - Workload and Proposed Resources);
ii.preliminary proposals (40% weighting).  The extent to which the Applicant has demonstrated that it comprehends key issues and will implement appropriate solutions and management strategies in performing the services, achieving completion and otherwise meeting its obligations under the contract if it is the successful tenderer, including in respect of the following particular concerns:
A.precinct planning or master planning particularly in relation to the site area constraints;
B.environmental management including the management of matters relating to acid sulphate soils;
C.design considerations with respect to flooding and inundation; and
D.site management, work health and safety, quality, ecologically sustainable development (ESD), whole of life (WOL), commissioning and handover,

(noting that the type of information the Commonwealth is seeking is outlined in Schedule A - Workload and Proposed Resources, Schedule B - Preliminary Proposals and Schedule C - Previous Performance);

i.previous performance (20% weighting).  The extent to which the Applicant has demonstrated that it has the experience and ability to perform the services, achieve completion and otherwise meet its obligations under the contract if it is the successful tenderer (noting that the type of information the Commonwealth is seeking is outlined in Schedule C - Previous Performance);
ii.not used; and
iii.information security (no weighting, the Registration of Interest will be evaluated with reference as to whether or not this evaluation criterion is met).  Whether or not the Applicant has demonstrated that it has the ability to meet its information security obligations if it is invited to lodge a tender for the services and will otherwise meet its obligations under the contract if it is the successful tenderer (noting that the type of information the Commonwealth is seeking is outlined in Schedule F - Information Security);
 
a.in considering a Registration of Interest, may (in its absolute discretion):
i.obtain and take into account information from its own knowledge, enquiries and investigations, including from referees on prior or current projects on which an Applicant may have been involved (whether or not nominated by the Applicant in its Registration of Interest) and in connection with any other Commonwealth project;
ii.take into account any information lodged or likely to be lodged by the Applicant in any registration of interest process, tender process or similar procurement process in connection with this project or any other Commonwealth project; and

without limiting any other right or remedy of the Commonwealth (under this Invitation to Register Interest or otherwise at law or in equity), decide not to evaluate a Registration of Interest (or continue to evaluate a Registration of Interest) if the Applicant has failed to comply with any of its obligations in this Invitation to Register Interest or has otherwise acted inconsistently with the registration of interest process.

At the time this Invitation to Register Interest is published on AusTender or otherwise issued to the Applicant, the Commonwealth anticipates that the award date for the contract will be in or about October 2019 with completion in or about September 2020
