REQUEST FOR EXPRESSION OF INTEREST IN RELATION TO AN IDENTITY AND ACCESS MANAGEMENT SOLUTION (IDAM SOLUTION)

Comcare requires the IDAM Solution to provide:
a. a consolidated view of Comcare staff (employees and contractors) and "external" identities (e.g. other agency employees, service providers);
b. each user with a consistent identity that can be shared across business systems;
c. a central point for defining and enforcing policies that control access to business systems;
d. the ability to verify the identity of internal, external, and system users, and enable single sign-on to applications;
e. reduced dependency on support staff via self-service features (unlock account, reset password, update user profile data);
f. the ability for Comcare to delegate limited identity and access management tasks to authorised staff within other Agencies. e.g. An agency employer can reset the password of an employee;
g. improved system security by enabling at least multi-factor authentication options, detection of unusual user activity, and through advanced reporting and analytics;
h. automatic addition and removal of user IDs within business systems based on predefined rules including when changes are made to user status and entitlements in source systems (e.g. when a user’s employment responsibilities change);
i. security and identity services to business systems and other technology platforms (e.g. secure access to business focused micro-services); and
j. support to Comcare’s vision of moving ICT services to the cloud, within the jurisdictional and policy contexts of an Australian Government Agency.
