The Department of Human Services (DHS) is migrating to the access control credential that is encoded on the DESFire EV1 element of the IBA card, so that access to the department’s facilities can no longer be gained using 125KHz Motorola Indala credentials.
As part of a security migration project at approximately four hundred and thirty (430) of the department’s properties nationally, the department will migrate from readers which read the old technology 125KHz based credentials, to readers that utilise the new DHS-encoded DESFireEV1 IBA credential information. The total number of readers to be replaced is expected to be between five thousand three hundred (5300) and six thousand (6000). Card reader installation will be performed by security contractors that the department will engage to upgrade to networked Inner Range Integriti or Gallagher systems on the properties.
(a) The Tenderer’s products must be able to read and send access control credential data from the Department’s encoded IBA cards, which have with random ID and AES 128 bit encryption enabled and from the diversified key application in which the credential data has been encoded by the Department.
(b) The Tenderer’s products must be able to be configured by the Department to read credential data from the Department’s encoded IBA cards, without having to divulge any existing DESFire EV1 IBA card values to the Tenderer, (or load values into Tenderers equipment that may be subsequently removed), so as to ensure confidentiality of all DHS IBA card system values.
(c) The Tenderer must agree to participate in acceptance testing, if required, to confirm compliance of products against the statement of requirement when required by the Department. Acceptance testing may be conducted at any combination of the Department’s Canberra premises, Australian Signals Directorate Canberra or the Tenderer’s facilities.
(d) The Tenderer must confirm that it offers to provide the Requirement to other Commonwealth Entities in accordance with clause 11 in Part 1 of this RFT.
The term of the contractual arrangement with the successful Tenderer will be for three (3) years with the Department having two (2) one-year options to extend the term at its sole discretion.
