Tenders are invited from suitably qualified entities to undertake the role of Independent Commissioning Agent (ICA) for the commissioning of emergency generator upgrades at Australian Parliament House.

At the time of issuing the Tender Documents, the Services include performing the role of Independent Commissioning Agent (ICA) for the commissioning of emergency generator upgrades at Australian Parliament House.

The evaluation criteria are described in clause 4 of the Tender Conditions, set out in the Tender Documents. 

A Tender briefing will be held at 10:00am Wednesday 15March 2017.  The Tenderer must register its intention to attend to the Tender Administrator via email to Canberra.Tenders@rpspm.com.au stating the name and ABN of the Tenderer and the number of personnel who are attending. Please note that normal conditions of entry to the private areas of Australia’s Parliament House inclusive of positive identification via a valid form of photographic identification will apply to participants on the day of the industry briefing.

The Tender Documents will be available from the AusTender website at www.tenders.gov.au. The initial procedures and conditions precedent for obtaining the Tender Documents are as follows: 

  • The Tenderer is required to download the Disclaimer and Confidentiality Agreement available on the AusTender website through Tender Number DPS16001958.

  • The Tenderer is to nominate its proposed engineer for the project, who must:

    • be registered as a Chartered Professional Engineer (CPEng) with Engineers Australia; and

    • be a member of Engineers Australia at the grade of Professional Engineer (MIEAust),(Nominated Engineer).

  • It is a condition precedent to receipt of the Tender Documents that the Tenderer provides the contact details of its Nominated Engineer to the Tender Administrator.

  • The Tenderer is required to submit the completed Disclaimer and Confidentiality Agreement together with the contact details of its Nominated Engineer to the Tender Administrator via email to canberra.tenders@rpspm.com.au. Email submissions are to be clearly titled -  DPS 16001958 Tender Disclaimer and Proposed Engineer advice.  

  • The Tenderer will then be provided with login details to access the Tender Documents from the AusTender website. The tenderer is to clearly advise the return email address for this purpose.

To submit a conforming Tender: 

  • the Tender must be submitted in accordance with clause 3.1(a) of the Tender Conditions (including submission to the address specified in the Tender Documents by the Closing Time and Date described in the Tender Documents);

  • the Tender must satisfy each minimum form and content requirement in clause 3.1(b) of the Tender Conditions; and

  • the Tenderer must satisfy each condition for participation in clause 3.1(c) of the Tender Conditions.

The Services are anticipated to commence in August 2017 with completion on or before March 2020.
