The establishment of the Portfolio brings together Australia's federal law enforcement, national and transport security, criminal justice, emergency management, multicultural affairs, immigration, citizenship and border-related functions and agencies, working together to keep Australia safe.
The Department seeks to engage a suitably qualified organisation to print blank citizenship certificates and descent and adoption extracts.
The paper stock and printing techniques used to produce the Australian citizenship certificate and extracts are to include security features specific to the citizenship certificate and extracts.

The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not paid the claim;

The Tenderer, its personnel, and any subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth); and

The Tenderer (and any subcontractor proposed in its Tender) must not be named in the consolidated list of referred to in Regulation 40 of the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).

The Tenderer (and any subcontractor proposed in its Tender) does not, and will not, in the provision of the Requirement, engage Illegal Workers.
Subject to Part 2, Terms and Conditions, clause 10.2, Tenderers that do not meet one or more of the Conditions for Participation will be excluded from further consideration.
