19th Chief Engineer Works (19 CE Wks, the Principal) of the Australian Defence Force participates in the Defence Cooperation Program (DCP) with the Papua New Guinea Defence Force (PNGDF) on behalf of the International Policy Division (IP Div). The aim of the Principal’s participation is to undertake construction projects that increase the capacity of the PNGDF.

The Principal was engaged to deliver an Air Movements Facility (AMF) on behalf of the Commonwealth of Australia. Located at Jacksons International Airport, Port Moresby, the delivery of this facility will allow Royal Australian Air Force (RAAF) personnel to support overseas aid under the DCP framework.

The Principal engaged a Design Services Consultant in 2017 for the provision of design services for the AMF. A key deliverable provided by the Design Services Consultant to support the construction of the AFM was an "Issued for Construction" (IFC) package. 

The next phase of work within the program is the construction of the AMF. As such, the successful contractor must provide all necessary construction services required for the delivery of the following Works:


a. Site preparation (including demolition and replacement of existing airport security fence).

b. An extension of an existing portal frame building. The construction will consist of an approximate building area of 250 m².

c. Provision of a concrete pavement with approximate surface area of 300 m².

d. A power generation system with an Automatic Changeover Switch.

The following are the conditions for participation:
- Submission in AusTender by the specified Closing Date and Time
- Acceptance of the draft Contract without qualification, departure, amendment, limitation or exclusion except where proposed as an alternative proposal (unless the failure to do so was, in the Commonwealth's view, due to an unintentional error of which the Commonwealth decides, in its discretion, to seek and accept a correction).
- Tender must remain valid for a period of 90 days.
- The Tenderer must not be precluded from tendering for Australian Government funded work.
