The TTSS Contract provides a wide range of training and support for Electronic Technicians (ET) and Marine Technicians (MT) with qualifications ranging from Australian Qualifications Framework (AQF) Certificate II through to Advanced Diploma. The training continuum commences with Initial Technical Training for junior sailors just out of Recruit School, and provides a career pathway for sailors to progress through the ranks up to Chief Petty Officer. In addition to this career training, the TTSS Contract also delivers some miscellaneous Navy specific training in various technical disciplines.   

The majority of the training is delivered at the following three locations:

a.            HMAS Cerberus;

b.            Sydney region  - Garden Island, HMAS Waterhen and TAFE Colleges; and

c.             Perth Region – Leeuwin Barracks (moving to Irwin Barracks late 2016) and TAFE Colleges.

Some training and training support services are also delivered at Defence establishments in Darwin and Cairns. 

The TTSS Contract also includes a range of training support and management services including the management of sailor apprenticeships, IT Support (for non DRN training and management networks), simulator support, and training development. Most of these functions are undertaken at HMAS Cerberus with simulator support also being undertaken at HMAS Waterhen.

Your attention is drawn to the Industry Briefing section of the Tender Details Schedule which provides details of the conduct of an Industry Brief.  The Industry Brief is scheduled for 11am on Thursday 14 January 2016.  Registration arrangements for attendance at this industry brief are listed in the Tender Details Schedule of Part 1 and Tenderers wishing to attend are requested to supply the relevant information by Thursday 17 December 2015.

As per the Tender Details Schedule of Part 1, Part 4 (Supporting Data) of this RFT will be released separately to Tenderers on receipt of a signed Deed of Confidentiality. 

Following receipt of the signed Deed the Supporting Data will be sent by courier to the address nominated at paragraph 15.1.b of the Deed.

A Tenderer must be registered as a Registered Training Organisation, as determined by the Australian Skills Quality Authority.

A Tenderer must be Quality Management System (QMS) Certified to AS/NZS ISO 9001:2008 ‘Quality Management Systems – Requirements’.

A Tenderer must tender for all of the Services.  The Commonwealth will not consider a tender for part of the Services.

A Tenderer must tender as a single legal entity that will be the party responsible for the performance of any resultant Contract.  The Commonwealth will not consider a joint tender other than a tender submitted in accordance with Clause 2.14.2 of the Conditions of Tender at Part 1 of the RFT.

The Contract will be for an initial period of five years commencing from 01 November 2016 (Planned Operative Date) until 31 October 2021, noting that a transition-in is expected to commence July 2016.

A further two 1 year performance-based extension options are also available.
