With the implementation of the Government’s new child care package, the Nanny Pilot Programme and the current In Home Care program will cease on 30 June 2018. These programs currently provide home based child care delivered in the family home by a nanny or an in home care educator engaged by a selected or approved service provider. 

The new In Home Care (IHC) program which will commence on 2 July 2018 aligns with the key elements of the new child care package. IHC is delivered in the family home for children from the same family, whose access to early childhood development opportunities would otherwise be limited due to their families challenging circumstances.

IHC will be delivered through a network of IHC Support Agencies and Child Care Subsidy (CCS) approved services who will work closely with approved IHC services and IHC educators to deliver IHC in an equitable and structured manner.

The successful IHC Support Agencies will assess families against the criteria for IHC, match families to services with educators that are able to meet their needs and assist families in accessing other support services such as community services, if required.

The IHC Support Agencies will be the primary conduit between families and services, and will advocate for families. They will monitor service provision to ensure service offerings remain primarily focussed on education and care and fee charging practices are appropriate. Service delivery will be based on a Family Management Plan agreed between the IHC Support Agency and the family.

Tenderers must satisfy the following condition for participation. This is a mandatory requirement of the RFT:

(a) the Tenderer must exist as a legal entity at the Closing Time.

The department will exclude a Tender from evaluation if the department considers that the Tenderer does not comply with this condition for participation.

The resultant contract is expected to commence in mid-March 2018 and conclude on 30 June 2022.
