Personal Force Protection Electronic Countermeasures - Request for Information Land 154 Phase 4
This RFI is the follow-on to Notification JSD/NOT/9668/1 released on 19 December 2019.
Personal Force Protection Electronic Countermeasures (Personal FPECM) is a capability to protect individuals from Remote Controlled Improvised Explosive Devices (RCIEDs). Personal FPECM is part of the Land 154 Joint Counter IED Program Phase 4. The Capability Manager (Army) is seeking Personal FPECM for use by Australian Defence Force (ADF) personnel in operational areas where RCIEDs are a threat. Users for Personal FPECM may include personnel in Army, Special Forces, RAAF and Navy.
The RFI is intended to provide the project with information about the:
• maturity of the Personal FPECM market, and
• functionality and form factor (size, weight, power) of developmental and off-the-shelf systems/products.
There are two documents in the L154-4 Personal FPECM RFI suite that are 'Unclassified For Official Use Only' (FOUO) and thus have additional access requirements:
a. Annex A Information to be supplied by Respondents.
b. Enclosure 1 Land 154-4 Personal FPECM User Requirement. This document describes the operational needs relating to form factor, threats to defeat, and operating environments.
The Commonwealth project team will conduct a security risk assessment on the respondent (as a company) to determine if the respondent may receive the Unclassified FOUO documents. The Commonwealth has the right to deny access to these documents. More information about this access process is in the Conditions of RFI.
