The Robertson Barracks Post Acquisition Works Project (the Project) Stage 2 – Contamination and waste removal package will achieve the following objectives comprising the Works: 

  • Remediation and removal of Asbestos Containing Material (ACM) stockpiles.

 

  • Visible lead shot is to be removed from the disused NT Police training area and immediate surrounds and disposed of in accordance with NSW waste guidelines in the absence of NT guidelines.

 

  • Clearance of general rubbish with priority to be given to removing rubbish which is hazardous for personnel (voids, contaminants, sharp edges). Identified rubbish includes stockpiled waste, discarded building material as well as car bodies and household waste. 

These objectives will be achieved by awarding the successful Tenderer a Medium Works Design and Construct Contract. For the purposes of this Stage 2:

  • The Works will be completed and certified by the Contractor against the requirements of the Defence Contamination Management Manual (DCMM).

 

  • The Contractor’s Activities will include submission of a 100% Final Design Report (FDR) which will confirm the Contractor’s scope and methodology for removal and remediation. The FDR will fulfill the requirements of a Stage 2 Detailed Site Investigation (Stage 2 DSI) and Stage 3 Risk Assessment / Remediation Design under the DCMM.

 

  • Construction will include all onsite activities to complete the Works according to the 100% Final Design Report.

 

  • Defence anticipates that the available funding for Stage 2 may not extend to removal of all identified materials. Prioritisation will be applied as follows:
    • Remediation and removal of Asbestos Containing Material (ACM) stockpiles and other hazardous contaminants (if and identified by the Contractor in the 100% FDR).

 

    • Visible lead shot is to be removed from the disused NT Police training area and immediate surrounds and disposed of in accordance with NSW waste guidelines in the absence of NT guidelines.

 

    • Clearance of general rubbish within the “Development Area”, identified in Appendix C (Site Priority Areas map).

 

    • Clearance of general rubbish in the “High Priority Area” identified in Appendix C, which could be a hazard for personnel (voids, contaminants, sharp edges).

 

    • Clearance of general rubbish in the “Medium Priority Area” identified in Appendix C, which could be a hazard for personnel (voids, contaminants, sharp edges).

 

    • Clearance of general rubbish within the “High Priority Area”, identified in Appendix C (Site Priority Areas map)

 

    • Clearance of general rubbish in the “Medium Priority Area” identified in Appendix C.

 

    • Clearance of general rubbish in the “Low Priority Area” identified in Appendix C.

WHS Accreditation Scheme

Minimum Form and Content Requirements

 

The minimum form and content requirements are described in the Tender Documents. 

 

Conditions for Participation

 

The Tenderer must meet the eligibility requirements in section 23 of the Building Code 2016; and

 

The Tenderer must either itself hold a Class A asbestos removal licence, issued by NT WorkSafe or demonstrate in its Tender that it will engage a subcontractor that holds a Class A asbestos removal licence issued by NT WorkSafe.
