In summary, the Memorial is seeking the provision of a construction contractor to construct the extension to the Poppy’s Café Carpark based on a fully designed “Approved for Tender” documentation set issued at tender.

The Project includes the construction of a carpark extension to the existing underground carpark park underneath Poppy’s Café and the Eastern Precinct. The new single storey underground carpark will provide additional 123 carparks parking for staff and Memorial visitors to the east of the exiting carpark. The upper deck of the permanent carpark will provide a further 115 carparks temporary parking onsite for the Redevelopment Project.

The objectives established by the Australian War Memorial for the project are:

a. complete the Project within the allocated capital budget;

b. maximise the permanent and temporary parking spaces on the available land;

c. complete the works whilst minimising impact to the operation of Poppy’s Café;

d. complete the works whilst minimising impact to the access for visitors and staff to the current carpark;

e. complete the Project by Friday 24 April 2020 (prior to Anzac Day 2020); and

f. complete the construction without any lost time injuries.

The Memorial will hold an industry briefing for Registered Tenderers to clarify the Memorial’s objectives and priorities for this RFT and to respond to questions arising out of this RFT process. 

Registered Tenderers must pre-register their attendance at the industry briefing with the Contact Officer no later than 5pm, Tuesday 3rd September 2019. Attendance at the industry briefing will be at the Registered Tenderer’s own cost. Attendance at the industry briefing is not compulsory. 

The industry briefing details are as follows:

The Conditions for Participation are:  

(a) the Tenderer (in response to Schedule 3 Response 2A) either: 

i. holds a Valid and Satisfactory Statement of Tax Record by the Closing Time ( in addition to any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive)). 

ii. has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Closing Time ( in addition to any first tier subcontractor that it proposes as set out in 2.2.2(a)i.) 

(b) the Tenderer (in response to Schedule 3 Response 2B) holds current Office of the Federal Safety Commissioner Work Health and Safety Accreditation; 

(c) The Tenderer (in response to Schedule 3 Response 2C) has included an Indigenous Participation Plan in its Tender the Indigenous Participation Plan does not demonstrate a genuine commitment to meet the intent of the policy; or 

(d) The Tenderer (in response to Schedule 3 Response 2D) holds a Current ACT Building licence; 

(e) The Tenderer (in response to Schedule 3 Response 2E) has demonstrated that as an organisation it has undertaken, or is undertaking, more than 5 projects with a contract value in excess of $10 million within the last two years.

The term of the contractual arrangement with the successful Tenderer or successful Tenderers, as the case requires, will be three years.
