The project will assist Government to identify industry pilots of innovative TNE in the tertiary education sector and support their delivery and ongoing monitoring and evaluation. The Supplier will also be required to research trends, opportunities and challenges for expanding TNE and develop resources for the Department and Australian international education providers to navigate the regulatory settings, governance arrangements and processes for TNE in key partner countries.

In November 2021, the Australian Government launched the Australian Strategy for International Education 2021-2030 (the Strategy). The Strategy highlights the opportunity to grow Australia’s international education sector by expanding our high-quality offerings to offshore and online markets. Australia has performed well in what could be considered “traditional transnational education”, that is, face to face offshore delivery in a discrete number of disciplines in a limited number of countries.  TNE delivery models are now evolving to include a continuum of options, from full online delivery to hybrid face to face and online. Factors such as the growth and innovation in online delivery, shifting skills needs of partner countries, changing student preferences and emerging markets for TNE delivery also mean Australia needs to consider how best to identify and leverage emerging offshore opportunities.
