For the provision of Data Capture Services for Paper Certified Lists

This Request for Tender (RFT) is to support the Australian Electoral Commission (AEC) in its delivery of Data Capture Services for Paper Certified Lists at federal Electoral Events.
The AEC is seeking to engage a Service Provider to capture data from paper certified lists. The AEC requires the accurate, efficient, and timely provision of this data to satisfy various legislative requirements following an election or referendum.
Paper certified lists contain details of eligible electors and must be kept secure and always treated as sensitive and confidential.
Tenderers are asked to complete and submit all Annexures to Schedule 3 of the Request for Tender.
(a) The Tenderer must not be currently named as not complying with the Workplace Gender Equality Act 2012 (Cth) (WGE Act)
(b) The Tenderer either:
i. holds a Valid and Satisfactory Statement of Tax Record; or
ii. has a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the RFT Closing Time and holds a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the RFT Closing Time.
(c) The Tenderer holds a Valid and Satisfactory Statement of Tax Record for any first tier subcontractor that it proposes, as part of its Tender, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive).
Anticipating the commencement of Services from May 2023, the initial term will be for five years. It is expected that there will be extension options of one or more periods, not exceeding 2 years of extension in total.
