Point of Support (POS) System
This request seeks to engage an experienced and qualified seller who has capability to provide a platform that will improve the National Disability Insurance Scheme (NDIS or scheme) claims and payment request processing on behalf of the NDIA for use by NDIS Participants, and their Providers of support.
The Agency requires the implementation of a simple to use, highly accessible and secure POS System. Specifically, Participants and Providers will be able to submit claims and have their claims approved at the place and time of Support delivery.
The successful seller will be required to partner with the Agency to deliver the POS System.
The Agency is committed to delivering improvements to Participant and Provider claims experience by implementing a new POS System as outlined in Part 2 – Statement of Requirements.
Industry briefing
A pre-recorded industry briefing will be made publicly available.
Notification of, and a link to the industry briefing will be published via AusTender.
Any information provided during the industry briefing will be provided subject to the terms and conditions of this RFT.
The NDIA may, in its discretion, prepare material for the industry briefing to address any enquiries submitted in accordance clause 5.1 and received before the NDIA prepares the industry briefing. Accordingly, the NDIA encourages that potential tenderers submit enquiries as early as possible.
The Conditions for Participation are:
the Tenderer must exist as a legal entity at the Closing Time;
the Tenderer must:
include in its Tender at the Closing Time, either:
all of the Satisfactory and Valid Statement of Tax Records required under clause 1.1(a) of TRS11; or
Statement of Tax Record receipts issued by the Australian Taxation Office confirming that the requirement Statement of Tax Records were requested prior to Closing Time;
if in accordance with clause 7.5(b)(ii)(A)(II) the Tender includes an Statement of Tax Record receipt, subsequently provide all of the required Statement of Tax Records to the Contact Officer within 4 Business Days after the Closing Time;
obtain and hold all of the Valid and Satisfactory Statement of Tax Records required under clause 1.1(b) of TRS11 in respect of an entity that the Tenderer proposes to engage as a first-tier subcontractor if the total value of all work under the subcontract is expected to exceed $4 million (inc GST);and
provide the Agency with copies of the Statement of Tax Records obtained under clause 7.5(b)(ii)(C) within 5 Business Days after receiving a written request from the Agency;
the Tenderer must not be:
non-compliant under the Workplace Gender Equality Act 2012 (Cth);
subject to a judicial decision against them relating to employee entitlements, not including decisions under appeal, and have not paid the claim; and
listed as a designated entity by the Minister for Foreign Affairs by notice in the Gazette under s 15 of the Charter of the United Nations Act 1945 (Cth) or who intend to engage subcontractors who are listed as a designated entity by the Minister for Foreign Affairs by notice in the Gazette under s 15 of the Charter of the United Nations Act 1945 (Cth).
