Australia’s continued investment in gender equality, social inclusion (GESI) and civil society strengthening in Indonesia remains a strategic priority. This investment is central to the achievement of Australia’s 2017 Foreign Policy White Paper goals, particularly as they relate to regional stability, inclusive growth and fulfilment of human rights. At this time in Indonesia’s democratic trajectory, challenges facing gender equality and social inclusion and the role of civil society are of crucial importance.
The investment is supported by Indonesia’s shifting policy and political context. For his second term, President Joko Widodo has pledged to strengthen human resources to increase productivity and national competitiveness by improving the quality and effectiveness of government spending. At the bureaucratic level, there is a growing interest in gender equality and social inclusion, a commitment to building on gender and social inclusion mainstreaming approaches, as well as an increasing interest in partnering with Civil Society Organisations (CSOs). Gender equality and the Sustainable Development Goals are also priorities mainstreamed across Indonesia’s draft Mid-term Development Plan 2020-2024 (RPJMN), to be released in early 2020.
Civil society has played a critical role in Indonesia’s democratic and economic reforms, including in areas of women and minority rights and religious tolerance. The Indonesian Government is increasingly recognising the contribution of CSOs to a functioning state, including providing evidence on community needs and program impacts at local levels. Through our long-term partnerships with CSOs, such as through the Australia-Indonesia Partnership for Gender Equality and Women’s Empowerment (MAMPU) and the Peduli program on social inclusion, we have seen increasing levels of trust built between CSO and government partners as they work towards common policy and program goals.
The proposed Australia-Indonesia Partnership Towards an Inclusive Society (AIPTIS) adopts a partnership approach with CSOs as intermediaries (Delivery Partners), supported by a managing contractor (Facilitating Partner) to provide overall management of the investment. The investment aims to influence government policy, planning and programs by strengthening processes for civil society engagement including sharing knowledge and evidence on “what works” in achieving gender equality and social inclusion outcomes.
With a goal to contribute to a stable, tolerant and inclusive democracy in Indonesia, the AIPTIS’s end-of-program-outcome is that more Indonesian women, children and minority groups can equitably participate in and benefit from Indonesia’s social, political and economic opportunities.

Respondent intends to provide or lead the provision (either itself or as part of a joint venture, consortium, etc) of all components of scope of services for the following role:
(a) Facilitating Partner, or
(b) Delivery Partner, or
(c) Applying for both roles (note, at contract time each organisation can only do one role)
Respondent provides a minimum of two organisational (2) referees (not DFAT officers).
Respondent has no conflicts of interest or any conflicts of interest are described including how they will be managed appropriately.
