The Department seeks to engage an organisation to provide a managed service to engage and manage suitably qualified personnel and equipment to facilitate the provision of the following services on site at the CEF locations of Brisbane, Sydney, Melbourne, Adelaide, Fremantle and Darwin. The services include:

(i)   Unloading and moving containers, LCL and other cargo within the CEF grounds, utilising GFE and other equipment supplied by the Successful Tenderer.
(ii)  The measurement of hazardous fumigants.
(iii) The connection and removal of de-fumigation equipment to containers.
(iv)  Unpacking containerised goods and LCL cargo for physical inspection.
(v)   Repacking containers and LCL cargo as originally packed prior to the unpacking.
(vi)  Loading repacked containers and LCLs onto the transportation contractor’s vehicles.
(vii) The operation and maintenance of CEF equipment as specified in Annexure D [Equipment].
(viii)The provision of equipment specified in Annexure D [Equipment] required to perform the unpack and repack services.
(ix)  The provision of PPE for all on-site personnel managed by the Successful Tenderer, excluding SCBA.

The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.   The Tenderer, its personnel and any subcontractors proposed in its Tender must not be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth). The Tenderer, its personnel and any subcontractors proposed in its Tender must not be named in the consolidated list referred to in Regulation 40 of the Charter of the United Nations (Dealing with Assets) Regulations 2008 (Cth).
