The Department of Defence is seeking Expressions of Interest from Public Private Partnership (PPP) consortia representatives to be involved in a procurement to finance, design, construct, commission, maintain and operate 991 new Living In Accommodation (LIA) units at Randwick Barracks in Sydney. 

Government guidance is for Defence to progress the project on the basis that it will be delivered as a PPP unless value for money cannot be demonstrated. 

The program of work will provide contemporary LIA that is aligned to the integrated estate strategy and which is affordable, safe and sustainable.

In addition to the initial LIA requirements, Defence is exploring inclusion of contractual mechanisms in the Project Documents which will allow for potential expansion and augmentation options to give Defence the flexibility to develop additional LIA at the Randwick Barracks and potentially the greater Sydney region in the future. The additional LIA (if any) may be delivered by PPP Project Co under the existing Project Documents and included in the Project once developed.

The procurement approach will consist of a request for expressions of interest (Stage 1 - REOI) which will be used to shortlist suitably qualified respondents who in turn will be invited to participate in a Request for Proposal (Stage 2 - RFP) process.

Defence intends conducting an Industry Briefing (to be conducted virtually) for participants in this REOI on 14 March 2022. 

Participation in the REOI and Industry Briefing is predicated on respondents providing the Contact Officer (SLIA.procurement@defence.gov.au) a properly executed copy of the Confidentiality Deed substantially in the form that can be downloaded from the ATM documents link in this notice.   

Parties who lodge a properly executed confidentiality deed with the Contact Officer will be provided with details of the Industry Briefing to be held and a copy of the REOI documentation to be responded against.

The Conditions for Participation for this REOI are that the Respondent Members must:

• not have any judicial decisions against them (not including decisions under appeal) relating to employee entitlements for which they have not satisfied any resulting order;

• Hold a valid and satisfactory STR by the Closing Date and Time (or have a receipt demonstrating that a STR has been requested from the Australian Taxation Office by the Closing Date and Time);

• hold a valid and satisfactory STR for any first tier subcontractor that it proposes, as part of its REOI Response, to engage to deliver goods or services with an estimated value of over $4 million (GST inclusive); and 

• where they are a Building Contractor or Building Industry Participant, meet the eligibility criteria in section 23 of the Building Code.
