Request for Tender (RFT) - Stage 2 GovCMS Hosting Services

GovCMS is an open source, private cloud-based Drupal Content management system and website hosting service for Australian Government entities (Agencies). GovCMS is managed by Finance and offers a shared GovCMS cloud environment for Agencies who wish to use the service as a Software as a Service and Platform as a Service. Finance invites interested parties to submit Tenders in accordance with this RFT for the provision of the Services.
A detailed description of the Services sought under this RFT is set out in PART E - Statement of Requirements.
This RFT is being conducted as a cooperative procurement for the benefit of the broad range of entities, including Commonwealth bodies, State and Territory bodies, and some schools and universities.
The current contractual arrangements for GovCMS services will expire 31 October 2023. A new arrangement must be in place by August 2023 to allow for potential transitional arrangements.
This Stage 2 RFT is part of a ‘multi-stage procurement’ and is comprised of ‘RFT Phase 1’ and ‘RFT Phase 2’. Stage 1 Request for Expressions of Interest (REOI) has now completed.
Tenderers that did not respond to the Stage 1 REOI are not precluded from responding to this Stage 2 process.
All Tenderers, including those REOI Respondents, should note that the Statement of Requirements (PART E) has been updated and refined following the REOI process and through consultation with GovCMS customer Agencies. Any further changes to these SOR will be issued via an Addendum published on AusTender.
Finance has endeavoured to provide complete and detailed information to all prospective Tenderers on how the GovCMS program operates on a day-to-day basis, to assist all prospective Tenderers to properly understand Finance’s requirements.
Finance is seeking Tenders to provide the full scope of the Services. If Tenderers do not have the relevant capability or capacity to do so, Tenderers should consider appropriate subcontracting or consortium arrangements to ensure that they can provide the Services required.
It is important to note that Tenders which fail to meet the mandatory minimum requirements set out in this RFT may be excluded and not be considered further.
For any subcontracting arrangements, Tenderers will need to ensure that it obtains and provides Statements of Tax Record for those subcontractors.

Tenderers should apply for a Statement of Tax Record within sufficient time to meet the minimum condition for participation.
