Defence Fuel Services Transformation Program (DFTP) - Fuel Services Contract (FSC) Request for Proposal (RFP)

The Commonwealth requires a safer, simpler and more assured Defence Fuel Network (DFN).
The Commonwealth is working toward this objective through the Defence Fuel Transformation Program (DFTP), in partnership with industry. The proposed Fuel Services Contract (FSC) is part of the DFTP.
The objective of the FSC is to combine:
a. Maintenance Services, Operating Services and Strategic Asset Management Services (Asset Management Services); and
b. Strategic Inventory Management Services and Fuel Supply (including bulk Fuel Supply), (Fuel Services)
(collectively the "FSC Services") into a separate and Defence Fuel Supply Chain (DFSC)-focused contract under the management of Commander Joint Logistics (CJLOG) as Head of the DFSC (HDFSC).
Underlining the development of the FSC is a desire to increase industry collaboration along the length of the supply chain, where appropriate to do so.
Subject to the outcome of this Request for Proposal (RFP) and any subsequent procurement process, the Commonwealth intends to enter into a single contract with an entity acting as the Integrated Managing Contractor (IMC) for all of the FSC Services.
In conducting this RFP, the Commonwealth is seeking an outcome that will:
a. if appropriate, shortlist potential respondents who are capable of fulfilling the Commonwealth's requirements;
b. identify potential teaming arrangements for respondents, including the nominated IMC Team Members (as defined in the RFP);
c. provide the Commonwealth with value for money (VFM);
d. meet the Commonwealth’s current and future Defence capability requirements;
e. provide significant and sustainable benefits to the Commonwealth, Defence industry and the respondent who is ultimately successful in the process; and
f. subject to the continuation of the procurement process, inform the development of the FSC documentation.
The RFP is the next stage of the procurement process, following the Invitation to Register (ITR) FSB/DFS/2019-01-1.
RFP Submission Dates:
The RFP proposal submission requirements into two parts as per issued Addendum 4 (published 19 December 2019) which, is subsequently amended in this Addendum 6 (published 21 January 2020).
Part 1 Submission:
• The respondent's response to the Initial Screening Requirements (as defined in the Glossary, as amended in Addendum No. 4) is now changed to before 12 noon local time in the ACT on Tuesday, 18 February 2020.
Part 2 Submission:
• The respondent's response to the RFP, other than the Initial Screening Requirements is now extended deadline before 12 noon local time in the ACT on Friday, 6 March 2020.
Respondents should note that a revised Attachment A – Proposal Data Requirements List (PDRL) is issued with Addendum 7.
Updated Conditions of Proposal (COP) is issued with Addendum 7.
Respondents are to refer to clause 5.5 of the RFP Conditions of Proposal for the conditions for participation.
The Commonwealth will exclude a proposal from further consideration if the Commonwealth considers that the respondent does not meet any of the following:
a. the respondent does not comply with the Commonwealth’s security requirements set out in clause 2.6 and 2.7; or
b. the respondent:
(i) does not propose to contract directly with the Commonwealth as the IMC in relation to the FSC; or
(ii) does not propose to deliver and/or manage the delivery of all of the FSC Services across all DFI Locations and Commercial Locations; or
c. the respondent does not comply with clause 1.10 in relation to the requirement(s) for a Valid and Satisfactory STR for the respondent and any relevant Subcontractor (including IMC Team Members).
For a period not exceeding 12 years from June 2021.
