The Australian Federal Police (AFP) Specialist Operations has a requirement for the acquisition of a versatile and user-friendly Chemical Auto Synthesis System, in support of its operations. The System will be used for the manufacture of small (<1g - 20g) amounts of explosive material to be used for training, analysis, intelligence and investigative purposes as part of its Hazardous Materials Laboratory (HML) capability. This laboratory space has been specifically designed and built for small scale explosives synthesis and basic characterisation

 The customer will exclude from consideration any response that does not meet the following mandatory conditions for participation:

 

(a)  does not exist as a legal entity;

 

The customer will reject any Tender which:

 

  1. does not propose to contract as one legal entity

  2. is submitted on the basis that two or more organisations will be jointly and severally liable; or

  3. is from a legal entity that does not exist at the time of lodgement of the Tender

 

  1. is not solvent or financially viable; or

  2. does not hold an Authorisation necessary for it to be able to perform the Services tendered for in accordance with applicable laws.

The customer will not enter into a contract with service providers who have had a judicial decision against it (not including decisions under appeal) relating to employee entitlements and have not paid the claim. Tenderers are required to provide confirmation of this issue (refer schedule 2 – tenderer’s details and insurance).

Responses must be lodged electronically via AusTender before the Closing Date and Time and in accordance with the Response lodgement procedures set out in this ATM documentation and on AusTender. The Closing Time will be displayed on the relevant AusTender webpage together with a countdown clock that displays, in real time, the time left until Closing Time (for more information refer to AusTender Terms of Use). For the purpose of determining whether a tender response has been lodged before the Closing Time, the countdown clock will be conclusive.
