Notice for the provision of Managing Contractor (MCC-1 2003) services for the Planning and Construction of buildings, services and infrastructure in connection with the proposed ‘Land4503Ph1 Armed Reconnaissance Helicopter Replacement Project’. The project is proposed to include works at Swartz Barracks, Oakey (QLD); Robertson Barracks, Darwin (NT) and Robertson Barracks Close Training Area, Darwin (NT). 

The prospective project scope includes but is not limited to: 

-1 Aviation Regiment (1 Avn) Robertson Barracks. Adapting and optimisation of current infrastructure and facilities to support he increased number and spatial requirements of the airframes under consideration. The works include a requirement to redevelop the apron, as well as increasing the footprint of two hangars. Additional scope is proposed to future proof the site by supporting Chinook (CH-47F) operations at the site. 

-Army Aviation Training Centre (AACnTC) Swartz Barracks, Oakey. Upgrade or rebuild of the infrastructure and facilities at AAcnTC 

-Training at Robertson Close Training Area (RCTA). Inclusion of a Forward Arming and Refuelling Point (FARP) including landing, refuelling and rearming facilities. 

-Temporary Facilities. Temporary facilities in the form of hangars, working accommodation and enabling infrastructure will facilitate the continuity of operations at 1 Avn Regt during the transition phase.

The Managing Contractor Contract (MCC-1 2003) is a two stage Contract where the successful applicant is appointed to plan the works (the Planning Phase) including all aspects of engineering, environmental, heritage and services condition and capacity investigations to support design and capital cost estimates for the Departmental and Government approvals necessary to proceed to construct the works (the Delivery Phase).

Capital Facilities & Infrastructure Branch intends to develop a Preliminary Detailed Business Case to support the capabilities Gate 2 approval, and in Quarter 3 2021 an MCC RFT is proposed to be released.

The successful Managing Contractor will be required to validate the 5% Master Plan Feasibility Report produced for the Gate 2 approval and then conduct all investigations, design and cost estimation to precisely define and develop the planning phase design scope. Managing Contractor appointment for the delivery phase is subject to all relevant approvals including Parliamentary approval of the proposed works to proceed to construction (Delivery) and achieving Delivery Phase Agreement under the Contract with the Commonwealth.

Anticipated project value is of the order $500-$600m.
