EMERGENCY PLANNING, MANAGEMENT AND TRAINING SERVICES

The successful Tenderer will be required to provide the following services:
i.review of current emergency management arrangements, plans and procedures, including evacuation diagrams and recommendations for compliance with AS 3745-2010 Planning for Emergencies in Facilities, Work Health and Safety Act 2011 (WHS Act), WHS Regulation 2011, Managing the work environment and facilities – Code of Practise (Safe Work Australia, May 2018) and In Queensland:
• The Fire and Emergency Services Act 1990;
• Building Fire Safety Regulation 2008; •
• The Fire and Rescue Service Act 1990;
• Workplace Health and Safety Act 1995;
• The Building Code of Australia 1996;
ii. provide emergency management and response training, including but not limited to site specific Emergency Control Organisation, Warden Training. Emergency Warning Intercommunication System training for control teams (Chief and Deputy Chief Wardens);
iii. provide electronic versions of Emergency Plans, including Emergency Response Procedures, emergency evacuation plans, Evacuation Diagrams and training schedules for each site (including shared occupancy sites) in line with State/Territory regulatory requirements;
iv. identify the legislative, statutory and training responsibilities of Home Affairs and the owners of the lease sites in each state/territory and on the basis of this work, assist Home Affairs to meet its Statutory Responsibilities or act on its behalf to do so, especially Queensland where it will fulfil the responsibility of a Fire Safety Adviser.
v. Meet particular Reporting Requirements to Home Affairs to ensure the services are being provided in accordance with AS 3745-2010 Planning for Emergencies in Facilities, Work Health and Safety Act 2011 (WHS Act), WHS Regulation 2011 and Managing the work environment and facilities – Code of Practise (Safe Work Australia, May 2018; and Home Affairs contractual and management purposes; and
vi.Additional Services that may arise from time to time, e.g. special training to meet specific Home Affairs requirements.
In accordance with AS3745-210, tenderers must hold the qualifications necessary for an Emergency Planning Consultant, i.e. an emergency planning specialist with “the knowledge and skill enabling him/her to advise on human behaviour, fire safety systems, evacuation methodology, emergency preparedness and response and the development of an emergency plan”.

The Tenderer, or any proposed subcontractor, must be accredited as a Registered Training Organisation (RTO)
The Tenderer and any nominated subcontractors must not be named by the Workplace Gender Equality Agency as an employer currently not complying with the Workplace Gender Equality Act 2012 (Cth), unless the Tenderer or nominated subcontractor has obtained a letter of compliance from the Workplace Gender Equality Agency and attached this letter to its Tender or provides this letter to the Department separately prior to Closing Time (see clauses 26.9 to 26.11 of Part 2 of the RFT).
The Tenderer must not engage Illegal Workers.
The Tender and any nominated subcontractors must not be listed as terrorists under section 15 of the Charter of United Nations Act 1945 (Cth) (see clauses 26.13 and 26.14 of Part 2 of the RFT).
The Tenderer and any nominated subcontractors must not have a judicial decision against them relating to employee entitlements (not including decisions which are under appeal or unpaid), in respect of which the Tenderer or nominated subcontractor (as relevant) has not paid the claim (see clause 26.15 of Part 2 of the RFT).
6. Tenderers must at the Closing Time employ (or be able to subcontract) a person holding a valid building Fire Safety Adviser (FSA) qualification for an approved building fire safety course, issued within the last 3 years, as required under the Queensland Building Fire Safety Regulation 2008
