The Project will upgrade aging infrastructure within the remote Indigenous community of Mutitjulu, nestled within Uluru-Kata Tjuta National Park. This critical project prioritises the delivery of reliable Essential Services and Renewables while minimising environmental impact and fostering long-term development for the community with new infrastructure compliant to current standards.

The existing essential services infrastructure in Mutitjulu, including power, water, and sewer systems, is over 30 years old. These systems are prone to failures, leading to expensive emergency repairs and service disruptions. Such disruptions pose significant health and safety risks to the community, particularly with extreme indoor temperatures and potential issues with raw sewage handling and storage.

Site Visit:

(a) The Director will be conducting a site visit concerning the RFT at Mutitjulu, within the Uluru-Kata Tjuta National Park, Northern Territory. Details of the site visit are as follows:

(i) the site visit will occur between Monday, 12 January 2026 and Friday, 23 January 2026, to be arranged with registered Tenderers;

(ii) attendance at the site visit is mandatory;

(iii) Tenderers are required to attend in person; and

(iv) attendance from each Tenderer will be limited to three (3) representatives maximum.

Tenderers must provide written notice to the Contact Officer no later than Wednesday, 24 December 2025 setting out the names and contact details for all persons who will be attending the site visit.

The Conditions for Participation for the RFT are:

1. The Tenderer exists as a legal entity at the Closing Time;

2. The Tenderer must be able to provide evidence, at the Closing Time, of:

a. Existing accreditation under the WHS Accreditation Scheme; or

b. An in-progress application that is likely to result in accreditation under the WHS Accreditation Scheme prior to contract award, in accordance with the timeframes outlined in the RFT.

3. Attendance at the site visit is mandatory; and

4. The Contact Officer has received an executed Non-disclosure and Confidentiality Deed Poll in accordance with this RFT such that it has been able to be given access to the Digital Data Room. Without limiting this clause, any Tender submitted not in accordance with this requirement will be excluded from this RFT and from further evaluation.

Delivery of Services is anticipated from Mid 2026 through to Late 2027 (excluding any Defect Liability Period).
