EST7003PH1 and ESTA3503PH1 – Managing Contractor Contract – Request For Tender
The services include the design and planning and, subject to Defence, Government and Parliamentary approvals, the construction of the Program infrastructure and facilities. The Program comprises two separately funded capability facilities projects:
- EST7003PH1 Armed MALE RPAS
- ESTA3503PH1 DGS-AUS
The initial Contract phase services include design and related services including cost estimation and construction programming in respect of:
- New and upgraded Infrastructure:
- Airfield Infrastructure (incl. pavements, structures and aeronautical ground lighting)
- Explosive Ordnance storage, maintenance, preparation and loading
- High and Low Voltage Power Reticulation
- ICT, Communications and Security
- Potable and Fire Water
- Stormwater
- Sewage
- Vehicle and Pedestrian access
- New and/or upgraded facilities:
- Temporary accommodation
- Combined EST7003PH1 and ESTA3503PH1 operations and headquarters facility
- Shared welfare and support facilities
- EST7003PH1 Aircraft storage and maintenance facility
- EST7003PH1 System Program Office (SPO) facilities
The project 5% Master Planning and Feasibility Review milestone has been completed in support of consideration of certain approvals by the Government.
The initial Contract Phase milestone services include:
- Site survey, Geotechnical, and Environmental investigations
- Site investigations to verify current conditions and reduce design, construction and operational risks
- Environmental, Heritage and Contamination professional services
- 30% Concept Design Review milestone services, including site selection approval
- Support to Defence, Government and Parliamentary Approvals
Procurement of the following Nominated Fast Track Consultants is requested, which will enable the achievement of critical capability milestone deadlines:
- Site survey (topographical and services)
- Geotechnical and environmental investigations
- Accredited building surveyor
- Architectural
- Electrical engineering (including high voltage, low voltage, and aeronautical ground lighting)
- ICT and communications engineering
- SCEC endorsed Security Consultant
- Civil engineering (including airfield planning and airfield pavements)
- Structural engineering
- Hydraulic engineering
- Fire engineering
- Mechanical engineering
- Explosive ordnance planning and design services
To receive the Tender Documents potential Tenderers must complete the attached Disclaimer and Confidentiality Agreement (DCA) and submit to EST7003ESTA3503@jacobs.com
On receipt of a correctly completed and executed DCA the Tender Administrator shall provide instruction for accessing the Tender Documents via AusTender.
Tenderers must meet the eligibility requirements of section 23 of the Building Code 2016
