JNT9101 EDHFCS - Enhanced Defence High Frequency Communications System
The Defence High Frequency Communications System (DHFCS) is reaching life of type and the Commonwealth of Australia has committed to enhancing this capability to reach 2040. DHFCS provides a long range strategic communications capability to Defence assets and other Government agencies. DHFCS consists of 8 remote sites across continental Australia, 2 central sites in Canberra and a test facility at the incumbent contractor’s premises in Brisbane.
The successful tenderer will be required to provide operation, maintenance and support of the DHFCS whilst enhancing the capability to meet stakeholder requirements. A full background to the requirement, and an overview of the RFT is set out in the Conditions of Tender (Project RFT Overview).
An Industry Brief will be held at the end of September with an opportunity for one on one interviews with potential tenderers. A separate notice will be issued for this event.
The Request for Tender (RFT) includes classified attachments. The Commonwealth is also providing potential tenderers with a supporting classified DHFCS data pack to assist in the preparation of tender responses.
In order to obtain access to the DHFCS data pack, potential tenderers are required to undertake two activities:
1. Nominate and provide personal details of maximum two personnel who will remain the point of contact for all classified documentation during the solicitation process; and
2. Nominate the DISP accredited site at which these documents will be handled and stored.

Publication of the RFT on Austender includes documents that are FOUO and unclassified: Conditions of Tender and Attachments; Conditions of Contract (Support) and (Acquisition) and Attachments to both contracts; Statements of Work (Support) and (Acquisition); Support Detailed Service Descriptions; Support and Acquisition Data Item Descriptions.
The FPS, OCD, their relevant attachments and the Security Classification and Categorisation Guide (SCCG), will be issued separately as part of the classified DHFCS data pack.
In order to access all relevant RFT material, potential tenderers will need to sign a Deed Poll of Confidentiality (Deed Poll) (Attachment B). If you have already signed the updated Deed Poll as part of earlier industry engagement activities, please complete and return the security spreadsheet at Attachment A to email shfcomms.jnt9101@defence.gov.au. Alternatively, a copy of the Deed Poll has been included as part of the RFT documentation that can be downloaded via Austender. The executed Deed Poll should then be emailed to shfcomms.jnt9101@defence.gov.au.
Industry one on one briefing sessions will be conducted in Canberra on Tuesday 24 September 2019, Wednesday 25 September 2019 and Thursday 26 September 2019 or other such time advised by the Commonwealth. Nominations of representatives of prospective tenderers to attend the briefing are to be forwarded in writing to the Contact Officer by 1700 AEST on Friday, 13 September 2019.
In order to access all documents relevant to the solicitation process, potential tenderers will need to be able to access SECRET AUSTEO information. To do so, potential tenderers will need to have personnel with Negative Vet Level 1 clearance and DISP site location accreditation at SECRET.
