The present focus of the DMSSP RFT are those marine services currently provided to the Navy under the:
• Fleet Marine Service Contract (FMSC);
• Multi-Role Aviation Training Vessel (MATV) support contract; and
• Ocean Protector (OP) Contract – noting that these services will not be subsumed until 2023.

The DMSSP RFT is an open approach to market for the provision of the following discrete Service Packages:
• Service Package 1 – In Port (INPT) Services - provision of diverse marine support services within ports and harbours around Fleet Bases. This Service Package will be managed nationally with local tasking and management by the Navy Port Services Managers. Service Package 1 is based on the ASDEFCON (Support) template and utilises a Rate of Effort (RoE) model;

• Service Package 2 - Out of Port (OOP) Services – entails the maintenance, operation and crewing of specified large hull vessels, to support ADF training and operations. This Service Package will be managed nationally with tasking through Fleet operational arrangements for units operating predominantly in Australian waters. Service Package 2 is based on the ASDEFCON (Support) template and utilises an availability model; and 

• Service Package 3 - Towing Services - provision of general tug, towing and berthing services for naval vessels, with the requirement also to maintain Government Furnished Assets (GFA) tugs to support nuclear powered warship visits at specified locations. This Service Package will be managed nationally with regional tasking and management by the Navy Port Services Managers. Service Package 3 is based on a tailored ASDEFCON (Services) template and utilises a RoE model.

Instructions for responding to this RFT:
- Tenderers should complete and provide the information requested in the Tender Response Schedule relevant to each of the Service Packages for which they wish to tender;
- If a tenderer chooses to tender for multiple Service Packages, it should submit one tender, inclusive of the completed Tender Response Schedules for each Service Package.  To avoid doubt, tenderers should complete all parts of the Tender Response Schedules, even if this means submitting the same information multiple times for multiple Service Packages;
- Tenders (including all attachments, annexes and supporting documentation) should be written in English; and
- All measurements in tenders should be expressed in Australian legal units of measurement unless otherwise specified.

Additional information:
1. This RFT is a single stage tender process with the aim of selecting a preferred tenderer for each of the Service Packages. The Commonwealth may engage different contractors for each of the Service Packages or engage a single contractor for multiple Service Packages.
The Commonwealth intends to enter into separate contracts for each of the Service Packages, however the Commonwealth reserves its right to consolidate the contracts as necessary to achieve the best capability and value.

2. One industry briefing will be conducted in Sydney at the
Sydney Mechanics School of Arts, commencing at 13:00 (AEST) on 31
JUL 2019. Representatives of prospective tenderers at the briefing will be
limited to 2 personnel. Nominations to attend the briefing are to be
forwarded in writing to the Contact Officer by 17:00 (AEST) on 29 JUL
2019. After the briefing, the slide pack used as well as a record of
questions and their relevant answers will be published on AusTender.

3. Certain sections of the RFT are marked as ‘Subject to a Deed of Confidentiality’; tenderers seeking access to these sections should refer to clause 2.13 of the Conditions of Tender and the process described at Attachment C (Tenderer Deed Poll of Confidentiality).

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with any of the Conditions for Participation as specified below:
- Clause 2.4 Preparation and Transmission of Classified Tenders; and
- Clause 2.5 Defence Security Requirements

It is intended that contract/s will be executed in June 2020 (indicatively); with an initial term of 6 years.
